Is it a Biblical standard to establish everything by two or three witness?

Numbers 35:30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

So, here we see that one witness is not sufficient.

In this next verse,  we see the first requirement for two or three witnesses.

Deuteronomy 17:6 By the mouth of two witnesses, or three witnesses, shall he that is worthy of death be put to death; but at the mouth of one witness he shall not be put to death.

In the following verse we see the responsibility of the witnesses. They are required to be the first ones to initiate the death of the one they bore witness against.

Deuteronomy 17:7The hands of the witnesses shall be first upon him to put him to death, and afterward the hands of all the people. So thou shalt put the evil away from among you.

In this way, each one that was a witness not only initiated the death verbally, but physically also.

Good thing we no longer need to keep this law, but I am sure it would have maintained a lower crime rate.

Deuteronomy 19:15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

These three verses meet the requirements to establish a truth. This means the answer to the question is, YES! It is a biblical standard.
